Jeffrey Robert Cotton, Federal Property Theft, Oregon 2024

GRIMY NEWS ALERT: Jeffrey Robert Cotton, the disgraced former manager of Burns Municipal Airport in Oregon, has been sentenced to 4 years’ probation and 300 hours of community service for his brazen theft of federal property. The 45-year-old was caught converting thousands of dollars worth of equipment intended for the city into personal gain.

Cotton, between 2014 and 2016, allegedly acquired valuable items like heaters, lighting sets, and vehicles on behalf of the airport but kept much of it for himself or transferred it to his own nonprofit, Emergency Equipment Solutions, Inc. He failed to disclose these transactions to city officials, even after the theft was discovered.

Upon being confronted, Cotton lied about the property’s origins and concocted false bills of sale. Records indicate he received thousands in transfers from EES to his personal account. His deceitful actions landed him guilty pleas to two counts of theft from a local government receiving federal funds.

This sordid case has been a joint investigation by the General Services Administration Office of Inspector General and the FBI, with Assistant U.S. Attorney Gavin W. Bruce leading the prosecution.

The former manager’s downfall serves as a stark reminder of the vulnerabilities in public sector property management and the lengths some will go to line their own pockets. Cotton’s sentence is an attempt to right the wrongs he committed against his community and the federal program intended to benefit it.

Jeffrey Robert Cotton has until further notice to comply with his probationary term and fulfill his community service requirements, or face further legal repercussions.
