Cahokia Armed Robbers Webb & Harper Hit With Federal Time
CAHOKIA, IL – Two Cahokia men are trading the streets for steel bars after receiving hefty federal prison sentences for a pair of brazen armed robberies that terrorized local grocery stores. Undray Webb, 27, and Durand Harper, 27, learned their fate this week, the result of a federal investigation led by U.S. Attorney Donald S. Boyce for the Southern District of Illinois.
Webb, the more deeply involved of the two, was slammed with a 21-year prison sentence. He had previously pled guilty to six counts stemming from the robberies, including two counts of Conspiracy to Interfere with Commerce by Robbery and Interference with Commerce by Robbery – violations of the Hobbs Act – and two counts of Use and Carry of a Firearm During a Crime of Violence. The charges relate to the December 11, 2014, robbery of the Alps Grocery Store and the January 11, 2015, robbery of Shop n’ Save, both in Cahokia. In addition to the lengthy prison term, Webb must pay $8,700 in restitution to the victims and a $600 special assessment. He’ll also be under federal supervised release for five years after he gets out.
The Alps Grocery Store, located at 800 Upper Cahokia Road, was hit first. Documents filed in court show Webb, along with Lamarcus Jackson and Byron Holton, stormed the store masked and armed with three firearms, pointing them at employees and making off with around $1,700. A month later, the same crew – Webb, Jackson, Holton, and a fourth man, Devante Hodges – targeted the Shop n’ Save at 1028 Camp Jackson Road. This time, they stole approximately $7,000. Harper played the role of getaway driver, waiting in a vehicle to whisk the robbers away after the heist.
Harper, while not directly involved in the store robberies, wasn’t spared. He pled guilty to three counts: Conspiracy to Interfere with Commerce by Robbery, Interference with Commerce by Robbery, and Use of a Firearm During a Crime of Violence. He received a four-year prison sentence and was also ordered to pay $7,000 in restitution. Harper will be subject to three years of federal supervised release following his incarceration. Both robberies fall under the Hobbs Act, a federal law used by U.S. Attorney Boyce to aggressively target armed robbery and disrupt interstate commerce.
Law enforcement interviews revealed a damning admission from Webb, who confessed to being a gunman in both robberies and identified his accomplices. Harper, too, sang, admitting he knew the plan and drove the getaway car, receiving around $300 for his participation. Jackson, another key player, already pled guilty in February 2016 and was sentenced to 44 ½ years in prison in June 2016. The investigation continues, signaling Boyce’s office is committed to dismantling this criminal enterprise and sending a clear message: armed robbery won’t be tolerated in Southern Illinois.
This case underscores the federal government’s reach in prosecuting violent crimes that cross state lines or impact interstate commerce. The Hobbs Act provides a powerful tool for federal prosecutors, and Boyce is clearly utilizing it to its fullest extent. The Grimy Times will continue to follow this case and report on any further developments.
