Fentanyl and Cocaine Conspiracy Lands Puerto Rico Man in Hot Water

A federal indictment has been handed down against Carlos A. Guerra-Colón, charging him with conspiracy to distribute and possess with intent to distribute fentanyl, and possession with intent to distribute cocaine. The indictment was returned on March 27, 2025, in the District of Puerto Rico.

According to court documents, Carlos A. Guerra-Colón began conspiring and agreeing with others to knowingly possess with intent to distribute fentanyl and cocaine on a date unknown, but no later than March 18, 2025.

On that same day, United States Postal Inspection Service (USPIS) employees identified a suspicious package containing 2.365 kilograms of fentanyl. Guerra-Colón went to the United States Postal Service (USPS) Aguadilla Main Post Office to pick up the package, and upon exiting the post office, USPIS agents arrested him.

Following his detention, agents conducted a search of Guerra-Colón’s vehicle, resulting in the seizure of 24 zip lock bags containing cocaine.

“Eliminating drug trafficking networks is critical to our ongoing efforts to combat the fentanyl crisis in America and save lives,” said W. Stephen Muldrow, U.S. Attorney for the District of Puerto Rico. “Our office will prosecute fentanyl traffickers and dealers to the fullest extent of the law.”

Guerra-Colón faces a mandatory minimum sentence of 10 years of imprisonment with a statutory maximum penalty of life in prison if convicted. The Drug Enforcement Administration (DEA) is leading the investigation with the collaboration of the United States Postal Inspection Service (USPIS), the Department of Homeland Security Investigations (HSI), the Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and the Puerto Rico Police Bureau (PRPB).

Assistant United States Attorney (AUSA) Max J. Pérez-Bouret, Deputy Chief of the Transnational Organized Crime Section, AUSA María L. Montañez-Concepción, and AUSA Luis A. Valentín are prosecuting the case.

An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

This case is part of Operation Take Back America, a nationwide initiative aimed at repelling the invasion of illegal immigration, achieving the total elimination of cartels and transnational criminal organizations, and protecting communities from violent crime perpetrators.
