Westminster, Maryland — A Carroll County public school teacher is behind bars and facing federal charges after being caught in a predatory online sting. Kenneth Brian Fischer, age 39, was indicted yesterday by a federal grand jury on one count of using interstate communications to attempt to entice a minor to engage in illegal sexual activity. The charges stem from a five-day digital paper trail that prosecutors say reveals a calculated effort to groom and meet a child for sex.
The indictment, unsealed Thursday, alleges Fischer used email and text messaging between August 31, 2017, and September 5, 2017, to manipulate what he believed was a minor into meeting him for sexual acts. Authorities say the communications were traced directly to Fischer’s devices, placing him at the center of a cross-jurisdictional investigation led by the FBI and local law enforcement. Though the victim was not real — part of an undercover operation — the intent was clear and legally actionable.
Fischer was arrested in Westminster on September 13, 2017, and has remained in federal custody since. The mandatory minimum sentence for the charge is ten years in prison; he could face life behind bars if convicted. No exact trial date has been set, but his initial appearance in federal court is pending. The case has been assigned to the Honorable Richard D. Bennett in the District of Maryland.
Acting United States Attorney Stephen M. Schenning, whose office announced the indictment, praised the coordinated takedown. “This case reflects the reality of modern child exploitation — predators hiding behind screens, using technology to target the vulnerable,” Schenning said. “We’re closing the net through relentless investigation and partnerships.”
The probe was conducted under Project Safe Childhood, a Justice Department initiative launched in 2006 to combat child sexual abuse and online enticement. The effort combines federal, state, and local resources to track down offenders and rescue victims. Fischer’s case highlights the program’s ongoing reach, particularly in suburban communities where such crimes can hide in plain sight.
An indictment is not a conviction. Kenneth Brian Fischer is presumed innocent until proven guilty in a court of law. Assistant U.S. Attorney Ayn M. Ducao is prosecuting the case. The FBI, Maryland State Police, Carroll County Sheriff’s Office, Fairfax County Police, and Fairfax County Commonwealth’s Attorney’s Office all played critical roles in the investigation.
