Piere Ceradoy, Coercion and Enticement of a Minor, Maryland 2024

Piere Ceradoy, 37, of Crofton, Maryland, pleaded guilty today to coercion and enticement of a minor, capping a predatory campaign that terrorized a 13-year-old girl with threats, manipulation, and digital blackmail. The case, announced by Acting U.S. Attorney Stephen M. Schenning and ICE Homeland Security Investigations Special Agent in Charge Andre R. Watson, exposes the brutal reach of online sexual predators who use fear to silence their victims.

Between February 2016 and April 2017, Ceradoy used mobile devices and the internet to pressure the minor into producing and transmitting sexually explicit photographs and live videos of herself. He didn’t just solicit the images—he weaponized them. Court documents reveal he repeatedly threatened to leak the explicit material to her family and peers, and escalated to threatening to kill the girl and her entire family if she resisted or spoke out.

Even more disturbing, Ceradoy sent sexually explicit images and videos of himself to the victim, further entrenching his psychological control. The abuse unfolded over more than a year, with the girl trapped in a cycle of fear and coercion. At the time, she was just 13 years old—vulnerable, isolated, and under siege from a man who should have been under strict supervision.

Prior to this crime, Ceradoy had already been convicted twice in 2014 for aggravated sexual abuse, sexual abuse, and abusive sexual conduct involving a minor. During the period of this latest exploitation, he was on parole for a sex offense out of Washington state and was registered as a sex offender. His history didn’t stop him. It only deepened the gravity of his crimes.

Under a binding plea agreement, Ceradoy faces 25 years in federal prison and mandatory lifetime supervised release if the court accepts the deal. U.S. District Judge Marvin J. Garbis has scheduled sentencing for May 25, 2018, at 2:00 p.m. Ceradoy remains locked up without bond as he awaits judgment.

The investigation was conducted by HSI Baltimore, the Maryland State Police, and the Franklinton, North Carolina Police Department, and falls under Project Safe Childhood—a DOJ initiative launched in 2006 to combat child sexual exploitation. Acting U.S. Attorney Schenning commended the agencies for their relentless pursuit of justice. Assistant U.S. Attorney Paul E. Budlow is prosecuting the case, ensuring that Ceradoy’s pattern of predation may finally end behind bars.
