NEW ORLEANS, LOUISIANA – Milton Carter, age 34, has admitted to robbing a woman of her vehicle at gunpoint in New Orleans, and simultaneously threatening his romantic partner. Carter pleaded guilty on July 8, 2025, before U.S. District Judge Greg G. Guidry to carjacking, a violation of Title 18, United States Code, Section 2119(1). The feds are seeking a stiff sentence.
The incident began unraveling on April 21, 2023, when New Orleans Police Department (NOPD) officers responded to a frantic 911 call. The call reported Carter was in the parking lot of a business on Bienville Street, making threats against a woman believed to be his romantic partner. Upon arrival, officers found Carter sporting a backpack—inside, a stolen Ruger Model EC9S nine-millimeter handgun.
That Ruger, it turns out, was the key to a crime committed roughly 36 hours earlier. The handgun was taken during a brazen carjacking at a retail establishment on St. Bernard Ave. The victim positively identified Carter in a photo lineup as the man who approached her as she exited her vehicle, brandishing a sawed-off shotgun and demanding she leave the car. He then sped off in the stolen vehicle.
When the car was finally recovered by law enforcement, the Ruger handgun Carter had in his possession at the time of his arrest was missing from the glove compartment – likely disposed of to cover his tracks. This detail, coupled with the victim’s identification, sealed his fate. The investigation quickly expanded, linking Carter to both the domestic disturbance and the violent carjacking.
Carter now faces a potential sentence of up to 15 years in federal prison, a hefty fine of up to $250,000, and up to three years of supervised release following his incarceration. He will also be required to pay a mandatory special assessment fee of $100. This isn’t just about a stolen car; it’s about escalating violence on the streets of New Orleans.
This case is being prosecuted under the umbrella of Project Safe Neighborhoods (PSN), a federal program aimed at reducing violent crime and gun violence by fostering collaboration between law enforcement and local communities. The Department’s violent crime reduction strategy focuses on building trust, supporting community organizations, prioritizing strategic enforcement, and measuring results. The investigation was a joint effort between the Federal Bureau of Investigation and the New Orleans Police Department, with Assistant United States Attorney David Berman of the Violent Crime Unit leading the prosecution.
