A 26-year-old Grapevine man has been sentenced to 20 years in federal prison for sexually exploiting an 11-year-old boy inside a city recreation center restroom. Chansellor Ormon Hill pleaded guilty in April to one count of sexual exploitation of a child, culminating a probe led by the FBI’s Dallas Field Office and Grapevine Police Department. Judge Reed C. O’Connor handed down the sentence today, marking a grim end to a case that exposed predation in plain sight.
Hill admitted to law enforcement that he enticed the minor to undress and pose for sexually explicit photos inside the family restroom at the Grapevine recreation facility. Using his cell phone, Hill produced two images of the naked child. During questioning, he confessed to engaging in sex acts with the boy multiple times over a six-month period. When confronted with the photos on his device, Hill stated, “I knew it was wrong . . . he’s 12 and I am 25. It’s pretty messed up.”
U.S. Attorney Erin Nealy Cox did not mince words following the sentencing. “Today’s sentence should put those who seek to commit harm to innocent children on notice,” she said. “No matter what dark shadows these pedophile predators hide in, law enforcement will shine a light on them and hold them accountable for their conduct.” Cox emphasized the relentless pursuit of justice on behalf of victims of child sexual exploitation.
Special Agent in Charge Matthew DeSarno of the FBI Dallas office echoed that sentiment. “The FBI and our partners at the Grapevine Police Department worked together to pursue a child predator who is accused of continuously abusing and exploiting the victim in this case,” DeSarno said. “The Grapevine community can rest assured that Mr. Hill is being held accountable for his actions. He will no longer threaten the safety of any child.”
The investigation began after authorities were alerted to suspicious activity at the recreation center. Hill was interviewed on-site and quickly incriminated himself through both statements and digital evidence recovered from his phone. The case was built swiftly, with forensic review of his device confirming the production and possession of child sexual abuse material.
This prosecution was brought under Project Safe Childhood, a Justice Department initiative targeting the proliferation of child sexual exploitation. The program unites federal, state, and local agencies to locate, apprehend, and convict offenders who exploit children—especially through digital means—while prioritizing victim identification and rescue. Assistant U.S. Attorney A. Saleem prosecuted the case, underscoring the federal government’s hardline stance on crimes against minors.
