Andy Ha, Tax Fraud and Alien Harboring, Pennsylvania 2024

GRIMY NEWS: Pittsburgh, Pa. – Belle Vernon’s Andy Ha, 28, has been sentenced to a staggering 30 months behind bars for his role in a massive tax fraud and illegal alien harboring scheme.

The Charleroi staffing agency owner faces a $3,630,479.13 restitution order, imposed by United States District Judge Cathy Bissoon, following his conviction on charges of failing to pay employment taxes and harboring individuals not authorized to be in the United States.

According to the prosecution, Ha, as president of Prosperity Services, Inc., employed workers who were here illegally and paid for their housing at a former hotel. He falsified employment tax returns, claiming fewer than 10% of his employees when the actual number was much higher. The unreported employees’ taxes resulted in a loss of at least $3.1 million over one year.

Ha pleaded guilty to these charges in February of 2025 and now must pay back every penny he owes. Assistant United States Attorney William Guappone led the government’s prosecution in this case.

The sentence was praised by Acting United States Attorney Troy Rivetti, who also commended the Internal Revenue Service-Criminal Investigation and Homeland Security Investigations for their role in bringing Ha to justice.

This grim tale of corruption and exploitation serves as a stark reminder of the consequences faced by those who exploit the vulnerable and skirt tax laws for personal gain.
