GALVESTON, Texas – A shocking case of sex trafficking of minors has come to light in Galveston, Texas. Charles Devan Fulton Sr., 39, a Galveston resident, is being sought by authorities for allegedly coercing several young females into prostitution for financial gain.
According to a complaint filed by the U.S. Attorney’s Office, Fulton would not rent rooms himself, instead relying on his co-conspirators, Charmell Potts, 32, and Dominque Warner, 23, to do so at area hotels for the purpose of prostitution involving the young girls. Warner would allegedly drive the girls to the locations, wait until they were finished, and then drive them back to Fulton’s residence in Galveston. Potts also drove the girls and kept some of the monies earned, with Fulton allegedly keeping the remainder of all the monies the victims earned.
A warrant remains outstanding for Fulton’s arrest, and he is considered a fugitive. A reward of up to $5,000 is being offered by the FBI and Crime Stoppers for information leading to his capture.

The charges against Fulton and his co-conspirators are the result of an investigation conducted jointly by the FBI and Galveston Police Department. Assistant U.S. Attorney Sherri Zack is prosecuting the case.
The case is being brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.
A criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.
