Frank W. Coon, 51, of Chico, has been sentenced to 17 years and six months in federal prison for receiving child pornography, a conviction rooted in a digital trail of depravity uncovered during a 2012 investigation. U.S. District Judge Garland E. Burrell Jr. handed down the sentence in Sacramento, marking the end of a years-long legal battle that exposed Coon’s extensive collection of illegal material depicting the sexual abuse of children.
A federal jury found Coon guilty on May 23, 2016, following a three-day trial that laid bare the disturbing scope of his crimes. Evidence showed that between September 2011 and March 2012, Coon used peer-to-peer file-sharing software to download 117 videos of child pornography. When federal agents raided his Chico apartment in March 2012, they found him seated at his computer, actively engaged with the device used to amass his collection.
Forensic analysis revealed that multiple videos involved pre-pubescent minors and contained graphic depictions of sadistic and masochistic acts, including physical violence. Prosecutors emphasized the predatory nature of Coon’s actions, arguing that he deliberately sought out the most extreme content for his own gratification. The courtroom remained silent as details of the youngest victims were recounted, underscoring the gravity of the offense.
During sentencing, Judge Burrell condemned Coon’s lack of remorse and outright deception. The judge noted that Coon committed perjury while testifying in his own defense, falsely shifting blame onto others and fabricating stories about the presence of the material on his computer. “This is a long time,” Burrell acknowledged of the 17.5-year term, “but it is warranted given the facts presented.”
Ryan L. Spradlin, special agent in charge of Homeland Security Investigations (HSI) San Francisco, stated, “This defendant downloaded horrific sexual content involving small children for his own pleasure. HSI will continue to work with our law enforcement partners to seek out these criminals and bring them to justice.” The investigation was conducted by HSI under the umbrella of Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual exploitation.
After completing his prison term, Coon will face an additional 20 years of court-ordered supervision and must register as a sex offender for life. Assistant U.S. Attorneys Matthew G.
