A 45-year-old Somerset County man, David Chapinski, was arraigned in Trenton federal court for attempting to produce and possess child sexual abuse material. Chapinski, who was released from custody on August 31, 2025, after completing multiple state sentences for child-exploitation offenses, allegedly attempted to film or photograph up the skirt of a 13-year-old minor just days later. He was caught by a good Samaritan on September 13, 2025, while trying to record a 17-year-old minor, and law enforcement found hundreds of images of child sexual abuse material on his phone and online accounts.
Chapinski’s latest offenses occurred in Somerset, New Jersey, and were investigated by the Federal Bureau of Investigation. The FBI’s efforts led to the execution of a search warrant on Chapinski’s phone, revealing the disturbing content. U.S. Attorney Robert Frazer credited the FBI with the investigation leading to the charges.
Chapinski faces severe penalties if convicted, including mandatory minimum prison sentences of 35 years’ imprisonment and maximum sentences of life imprisonment on the attempted production counts. He also faces a mandatory minimum prison sentence of ten years’ imprisonment and a maximum sentence of 20 years’ imprisonment for the possession count. Each offense carries a maximum fine of $250,000, in addition to restitution and other assessments.
