The City of Phoenix and the Phoenix Police Department (PhxPD) are under fire after the federal government launched an investigation into their pattern of police misconduct, excessive force, and alleged civil rights abuses.

According to a statement from the US Attorney General Merrick Garland and Assistant Attorney General Kristen Clarke, the probe will examine all types of police force used by PhxPD officers, including lethal force. The investigation will also look into whether the department takes reprisals against individuals for protected First Amendment activities, engages in discriminatory policing, or illegally confiscates or disposes of property from homeless individuals.

The investigation will also review the city’s and PhxPD’s systems and practices for responding to individuals with disabilities. This includes a comprehensive review of policies, training, supervision, and investigations of police force, as well as their accountability systems, including the receipt, investigation, review, resolution, and discipline of misconduct complaints.

Garland and Clarke emphasized that the goal of the investigation is to promote transparency and accountability, which will increase public trust and improve public safety.

The investigation is being conducted under the Violent Crime Control and Law Enforcement Act of 1994, which prohibits state and local governments from engaging in a pattern or practice of conduct by law enforcement officers that deprives individuals of their rights protected by the Constitution or federal laws. The law also allows the federal government to correct such misconduct through civil litigation.

The investigation comes as a response to growing concerns about police brutality and abuse of power in Phoenix. Community groups and citizens are being encouraged to come forward with information about their experiences with the PhxPD.
