A former Maryland police officer has been found guilty of conspiring to commit an insurance fraud scam. Davion Percy, 40, of Suitland, was convicted of one count of conspiracy to commit mail and wire fraud. The scheme, which took place between December 2019 and February 2020, involved Percy and fellow officers Michael Anthony Owen Jr. and Conrad D’Haiti staging the theft of a 2007 Jaguar XKR to collect insurance money.
The plan was to make it look like the Jaguar had been stolen, allowing D’Haiti to avoid paying off the loan balance on the vehicle, which had developed mechanical issues. Percy arranged for the car to be left at a shopping center, where it was later found vandalized. The officers then filed a false theft report to support their insurance claim.
Percy, who was the Chief of the Marlow Heights Special Police Department at the time, directed D’Haiti to leave the car at the shopping center and provided $350 to help stage the theft. The scheme was designed to defraud Liberty Mutual Insurance, which had issued a policy on the vehicle.
The conviction is the result of an investigation by the FBI and the Prince George’s County Police Department. Percy’s sentencing is pending, and he faces a potential prison term for his role in the scheme.
