Jacque ‘Hammer’ Brown, a 50-year-old Baltimore County man, pleaded guilty to federal charges after being caught with fentanyl during a traffic stop in Randallstown, Maryland, in April 2025. Brown, who was under investigation by the DEA for dealing fentanyl in the Baltimore region, attempted to flee from law enforcement but was quickly apprehended. The guilty plea comes after a federal drug surveillance operation involving the DEA, Baltimore County Police, and other agencies. The investigation began in March 2025, when authorities learned that Brown was dealing fentanyl in the area.
According to the guilty plea, investigators observed Brown meeting with his drug supplier and multiple suspected drug customers throughout the day. They also saw him leaving his residence with a plastic bag of suspected drugs, which led to the traffic stop. A K-9 officer responded to the scene and positively detected the presence of narcotics, leading to Brown’s arrest.
Brown pleaded guilty to possession with the intent to distribute controlled substances and possession of a firearm by a prohibited person. The guilty plea was announced by U.S. Attorney Kelly O. Hayes, along with Special Agent in Charge Christopher C. Goumenis of the DEA, and other law enforcement officials.
The case was investigated by the High-Intensity Drug Trafficking Areas (HIDTA) initiative, which aims to reduce drug trafficking and violence in the region. Brown faces sentencing for his crimes, which could result in significant prison time.
