A former Maryland law enforcement officer, Philip James Dupree, was involved in a brazen crime spree that included arson, wire fraud, and bank fraud conspiracies in Greenbelt, MD. Dupree, 42, of Pikesville, and his co-conspirator, Mark Ross Johnson, Jr., 38, of Camp Springs, hatched a scheme to defraud an insurance company and three financial institutions. The crimes occurred in 2018, with Dupree using his position to file false police reports and falsify loss claims. The motive was to obtain funds from the insurance company and financial institutions.

Dupree’s role in the scheme involved burning his co-conspirator’s Ford F450 truck, which was experiencing mechanical and electrical problems, in November 2018. Dupree then ‘discovered’ the burning vehicle while on duty and filed an impound report containing false statements. His co-conspirator used the report to support a claim filed with the insurance company for a total loss on the truck.

The consequences of Dupree’s actions were severe. He was sentenced to 70 months in prison, followed by two years of supervised release, and ordered to pay $65,049.14 to the affected insurance company and $3,521 to the affected credit union. The sentence was ordered to be served consecutively to an unrelated sentence imposed in the District of Columbia.

The investigation was led by the FBI, with assistance from the Prince George’s County Police Department. U.S. Attorney Kelly O. Hayes announced Dupree’s sentence, highlighting the importance of holding law enforcement officers accountable for their actions.
