Massachusetts State Representative Christopher Flanagan, 38, of Dennis, has been charged with stealing over $36,000 from the Home Builders Association in Cape Cod, where he served as Executive Officer. The alleged theft occurred between November 2021 and January 2023, with Flanagan facing personal financial difficulties, including thousands of dollars in outstanding credit card debt and missing mortgage payments. The charges were filed in federal court in Boston, where Flanagan will appear at a later date. Flanagan represents the First Barnstable District, which includes the towns of Dennis, Yarmouth, and Brewster.
Flanagan’s alleged scheme involved wire transfers from one of the association’s bank accounts, with the stolen funds used to alleviate his personal financial struggles. The superseding indictment also charges Flanagan with filing false tax returns and money laundering. As a state representative, Flanagan received an annual compensation of approximately $97,546 and $100,945 in 2023 and 2024, respectively, from the Commonwealth of Massachusetts.
Flanagan’s role as Executive Officer of the Home Builders Association gave him signatory authority over the organization’s bank accounts, allowing him to carry out the alleged theft. The association represents over 300 members in the Cape Cod building industry. Flanagan’s annual salary and benefits from the HBA ranged from $65,800 to $81,600 from 2019 to 2024.
The charges against Flanagan are the result of a federal investigation, with the superseding indictment adding to the initial six-count indictment filed in April 2025. The case will be heard in federal court in Boston, with a date to be determined.
