INDIANAPOLIS – Cory Todd Cox, 38, of Noblesville, Indiana, will spend the next 15 years in federal prison after pleading guilty to the grim reality of possessing and distributing child sexual abuse material. The sentence, handed down by U.S. District Judge Tanya Walton Pratt, comes with a lifetime of supervised release, a testament to the severity of his crimes and the danger he poses.
The case unfolded after investigators discovered Cox sending and receiving depraved images via text message on November 28, 2023. These weren’t harmless pictures; they were graphic depictions of prepubescent minors, fueling a horrific cycle of abuse. A subsequent search of his residence on December 6, 2023, revealed three cellular devices brimming with this illegal content. Cox also confessed to maintaining a cloud-based Dropbox account containing approximately 5 videos and 31 images of abused children.
But this wasn’t a first offense. Cox is a three-time convicted sex offender. Court records show a pattern of predatory behavior dating back to 2007, with convictions for sexual misconduct with a minor, sexual battery in 2008, and, most disturbingly, child solicitation in 2017. In that 2017 case, Cox was caught attempting to engage in sexual activity with a thirteen-year-old through Facebook Messenger. At the time of his latest arrest, he was already on probation, a clear indication that the system had previously failed to protect potential victims.
“Despite his history as a dangerous contact sex offender, the defendant chose to reoffend,” stated U.S. Attorney Tom Wheeler for the Southern District of Indiana. “His actions ensure that images and videos depicting the sexual abuse of children will circulate in perpetuity, which unequivocally contributes to the trauma experienced by the abused children depicted in his collection.” Wheeler added that Cox “has no place in civilized society.”
The U.S. Secret Service, leading the investigation alongside the Noblesville Police Department, emphasized their commitment to protecting children. “The U.S. Secret Service is dedicated to protecting children from sexual predators and will vigorously pursue repeat offenders,” said Special Agent in Charge Ike Barnes of the Indianapolis Field Office. “This defendant’s lengthy criminal history and propensity to reoffend is beyond disturbing.”
This case was pursued under Project Safe Childhood, a nationwide initiative aimed at combating child sexual exploitation. Assistant U.S. Attorneys Carolyn Haney and MaryAnn T. Mindrum were instrumental in securing the conviction. The investigation serves as a stark reminder of the pervasive threat of online child exploitation and the vital role law enforcement plays in bringing predators like Cory Todd Cox to justice.
