HARRISBURG, PA – Two men from Cumberland County are facing serious federal charges after a grand jury indictment revealed a drug trafficking operation linked to illegal firearms. William L. Nalley Jr., 27, of Boiling Springs, and Rafael Orihuela, 22, of Carlisle, are accused of peddling narcotics and flouting gun laws, according to the U.S. Attorney’s Office for the Middle District of Pennsylvania.
The indictment alleges that Nalley possessed with the intent to distribute marijuana, lysergic acid diethylamide (LSD), and psilocin – the active ingredient in magic mushrooms. Beyond the drugs themselves, prosecutors claim Nalley possessed two firearms in direct connection to his drug trafficking activities, suggesting a willingness to use force to protect his operation. This escalation significantly increases the severity of the charges.
Rafael Orihuela is accused of a different, but equally crucial, role in the scheme. The indictment states that Orihuela maintained a location specifically for the unlawful storage, distribution, and use of the same controlled substances. This points to a dedicated base of operations, suggesting a more organized and sustained criminal enterprise than a simple street-level transaction.
Federal agents with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and officers from the Middlesex Township Police Department conducted the investigation that led to these charges. Assistant U.S. Attorney Stephen Dukes is handling the prosecution, indicating the seriousness with which the Department of Justice is approaching the case. The combined resources of these agencies suggest a thorough investigation with potentially significant evidence.
If convicted, Nalley faces a potentially life-altering sentence – up to life imprisonment, followed by a term of supervised release, and substantial fines. Orihuela’s potential sentence is steep as well, carrying a maximum penalty of twenty years in prison, supervised release, and fines. However, it’s crucial to remember that these are maximums; the actual sentence will be determined by a judge considering federal sentencing guidelines and the specifics of the case.
It is vital to emphasize that an indictment represents allegations, not proof of guilt. Both Nalley and Orihuela are presumed innocent until proven guilty in a court of law. The Grimy Times will continue to follow this case and report on any developments as they unfold. The investigation remains ongoing, and further arrests are not being ruled out.
