WASHINGTON, D.C. – A D.C. dentist is facing a barrage of charges after a grand jury indicted him for allegedly sexually assaulting three former patients and improperly touching two employees. Bilal Ahmed, 44, of Potomac, Md., stands accused of exploiting the vulnerability of patients sedated with nitrous oxide – commonly known as laughing gas – to commit these heinous acts. The accusations paint a chilling picture of abuse within the walls of his now-shuttered practice, Universal Smiles DC.
The indictment details a total of 21 counts against Ahmed, including 14 felony counts of sexual abuse, four misdemeanor counts of sexual abuse, and three misdemeanor counts of assault. The alleged assaults spanned from April 24, 2013, through May 21, 2014, all occurring at his practice located in the 2300 block of M Street NW. One victim alleges Ahmed continued the assault even after the nitrous oxide mask was removed, noting he was alone with the dentist in the room. Ahmed’s D.C. dental license was suspended on November 3, 2014, and his Maryland license followed suit on April 6, 2016.
But Ahmed isn’t the only one facing legal consequences. Mahsa Azimirad, 26, his former office manager from North Bethesda, Md., has been indicted on a single count of perjury. Authorities allege she lied to a grand jury during the investigation into Ahmed’s conduct, attempting to obstruct justice. Azimirad’s involvement raises questions about a potential cover-up and the extent of knowledge within the practice.
The investigation began following a report to the Metropolitan Police Department (MPD) on May 21, 2014. As the investigation deepened, authorities uncovered additional victims, including two other former male patients and a male employee, all alleging similar patterns of abuse while under the influence of nitrous oxide. The MPD’s Sexual Assault Unit led the investigation, with assistance from the U.S. Marshals Service.
Both Ahmed and Azimirad were previously arrested. Ahmed was apprehended at John F. Kennedy International Airport in New York on January 7, 2016, and is currently barred from practicing dentistry in any capacity. Azimirad was arrested on June 16, 2016. Both defendants have entered not guilty pleas. They are scheduled to be arraigned on October 13, 2016, before the Honorable Florence Pan.
U.S. Attorney Channing D. Phillips and Interim MPD Chief Peter Newsham emphasized that an indictment is merely a formal accusation. Both defendants are presumed innocent until proven guilty in a court of law. Assistant U.S. Attorneys Sharon Marcus-Kurn and Stuart Allen are prosecuting the case.
