ROANOKE, Va. – Danville’s Julia Ann McKinnis, a former majority owner and operator of Angel Wings Home Health, was handed a three-year probation sentence with 12 months of home confinement for her role in a $600,000 tax evasion scheme.
The 66-year-old waived her right to be indicted and pleaded guilty in October 2024 to one count of willfully failing to pay taxes. McKinnis, who has been the administrator and 90 percent owner of Angel Wings since at least 2010, was also ordered to perform 300 hours of community service.
Angel Wings Home Health had been under investigation by the Internal Revenue Service (IRS) since 2011 for failing to properly report and pay employment taxes. The probe culminated in a 2016 installment agreement to settle the unpaid taxes. However, between 2018 and 2021, the company substantially understated its employee wages and again failed to pay the necessary employment taxes.
C. Todd Gilbert, United States Attorney for the Western District of Virginia, along with Kareem Carter, Special Agent in Charge of the IRS – Criminal Investigation, Washington, D.C. Field Office, announced the sentence. Assistant U.S. Attorney Jason Scheff prosecuted the case on behalf of the United States.
According to court documents, McKinnis began operating Angel Wings Home Health in 2007, leading to a substantial tax debt that now carries serious consequences for her financial and personal future.
