Darren Ruffin, 26, of New Orleans, is back in the crosshairs of federal prosecutors, charged with illegally possessing a firearm — a .40 caliber Glock Model 27 — in December 2017. The indictment, handed down by a federal grand jury, accuses Ruffin, a convicted felon, of violating federal law by having a weapon in his possession, marking another flashpoint in the city’s ongoing battle with violent crime.
According to court documents, Ruffin had previously been convicted of a felony in Orleans Parish Criminal District Court, disqualifying him from legally owning or carrying a firearm under federal law. Despite that, he was found in possession of the loaded handgun, triggering a federal case that lands squarely under the umbrella of Project Safe Neighborhoods (PSN), the DOJ’s hardline initiative targeting repeat and armed offenders.
If convicted, Ruffin faces a maximum sentence of ten years in federal prison, a fine of $250,000, and three years of supervised release. U.S. Attorney Duane A. Evans emphasized that while the charges are serious, an indictment is not a verdict — the government must still prove guilt beyond a reasonable doubt.
The case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the New Orleans Police Department, whose joint efforts have become a cornerstone of PSN’s strategy in high-crime urban areas. Authorities have leaned heavily on federal statutes to prosecute local offenders with prior records, aiming to disrupt cycles of gun violence.
Project Safe Neighborhoods, reinvigorated in October 2017 under then-Attorney General Jeff Sessions, directs U.S. Attorney’s Offices nationwide to craft targeted strategies for slashing violent crime. The program’s return signaled a federal crackdown, especially in cities like New Orleans where gun offenses remain a persistent threat to public safety.
Assistant United States Attorney Jonathan L. Shih is leading the prosecution. As the case moves forward, it stands as a stark reminder: in the eyes of federal law, a felon with a firearm is a sentence waiting to happen.
