In a shocking display of brazen theft, a 56-year-old man, David Proctor, of Washington, D.C., with no fixed address, was sentenced to three years in prison for his role in a mid-morning bank robbery in Northwest Washington.
On June 13, 2016, at approximately 9:25 a.m., Proctor entered a TD Bank in the 1400 block of P Street NW, where he approached the teller counter and passed the teller a demand note. The note read, “This a Robbery Pass All Big Bills 100’s 50’s 20’s And No One Will Get Hurt.”
Proctor instructed the teller to give him large bills, while his right hand remained in his pocket, sparking fears that he could have possibly had a weapon. However, the teller did not observe a weapon. The teller, fearing for her safety and the safety of others, turned over more than $3,000 and Proctor fled.
Surveillance video captured the robbery, and multiple witnesses subsequently identified Proctor. He was arrested on August 1, 2016.
Proctor pleaded guilty in October 2016, in the U.S. District Court for the District of Columbia, to a bank robbery charge. He was sentenced on January 31, 2017, by the Honorable Rudolph Contreras. Following completion of his prison term, Proctor will be placed on three years of supervised release.
In announcing the sentence, U.S. Attorney Channing D. Phillips, Assistant Director in Charge Andrew Vale, and Interim Chief Peter Newsham commended the work of those who investigated the case from the FBI’s Washington Field Office and the Metropolitan Police Department.
They also expressed appreciation for the work of those who handled the case at the U.S. Attorney’s Office, including Paralegal Specialists Jeannette Litz and Teesha Tobias and Legal Assistant Peter Gaboton. Finally, they commended the efforts of Assistant U.S. Attorney Emory V. Cole, who investigated and prosecuted the case.
