David Warren, Racketeering, Maryland 2022

BALTIMORE, MD – Six men with ties to the notorious Black Guerilla Family (BGF) gang are facing federal racketeering charges following an indictment unsealed Monday, alleging a decade of brutal violence and criminal activity across Baltimore. The charges include six murders, eleven shootings, armed robbery, and a conspiracy to silence anyone who dared cooperate with law enforcement.

The indictment names David Warren, a/k/a “Meshawn” and “LA Meshawn,” 30; Barak Olds, 33; Davante Harrison, a/k/a “YGG Tay” and “Lor Bip Bip,” 28; Wayne Prince, a/k/a “Taz,” 23; Joshua Duffy, a/k/a “Josh,” 35; and Tyrell Jeffries, a/k/a “Whitebread,” 37. Duffy and Jeffries were taken into custody today, while the remaining defendants are already in custody. Federal prosecutors say the conspiracy stretches back to 2014.

According to the indictment, the defendants operated as part of the BGF, a nationwide gang with roots in California that established a presence in Maryland’s prison system in the 1990s. While still active inside correctional facilities, the BGF extends its influence onto the streets of Baltimore, organizing into regional “regimes” controlled by a strict hierarchy dubbed “the bubble.” Members are bound by a ruthless code of conduct: no snitching, no theft from fellow members, and absolute obedience. Violations are met with severe “sanctions,” ranging from beatings to murder.

The gang allegedly ran street-level drug “shops” throughout Baltimore, peddling heroin, cocaine, crack cocaine, marijuana, ecstasy, and other controlled substances. The indictment details how violence was used as a tool to protect drug territory, intimidate witnesses, and collect “dues” paid to the BGF leadership. Prosecutors claim the defendants are responsible for at least six murders and numerous other acts of violence, painting a picture of a gang that operated with impunity for years.

U.S. Attorney Erek L. Barron stated that his office is “committed to working with our law enforcement partners to stop gang violence.” He added, “Gangs will not be allowed to hold communities hostage through violence and intimidation.” The investigation was a joint effort involving the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Federal Bureau of Investigation (FBI), the Baltimore Police Department, and the Baltimore County Police Department.

The indictment represents a significant blow to the BGF’s operations in Baltimore, but authorities acknowledge that dismantling such a deeply entrenched criminal enterprise will be a long and arduous process. Further details about the specific murders and shootings allegedly committed by the defendants are expected to emerge during the upcoming court proceedings. Initial appearances for the defendants are scheduled in U.S. District Court in Baltimore.
