ALBANY, NEW YORK – In a shocking case of sex offender negligence, 28-year-old Delbert Tibbs has been sentenced to 35 months in prison, followed by a 5-year term of supervised release, for failing to register in New York as a sex offender after he fled Tennessee and relocated to Ellenville, New York.
Tibbs, a convicted sex offender, should have been keeping his registration current under the Sex Offender Registration and Notification Act, which he acknowledged during his plea hearing. However, after removing a court-required GPS tracking device, he failed to timely register his change of address with authorities in either Tennessee or New York.
