HARTFORD, CT – Cesar Ruben Yllescas, 45, a citizen of Peru, is facing a hefty prison sentence after being indicted on charges of illegally reentering the United States. Federal authorities arrested Yllescas in Hartford yesterday, bringing to light a pattern of criminal behavior and disregard for immigration laws.
According to court documents unsealed today, a federal grand jury in New Haven returned an indictment on May 1, 2019, charging Yllescas with one count of illegal reentry. This isn’t a simple immigration violation; it’s a calculated move by a man already flagged by the system. He previously resided in Hartford before his removal from the country.
The trouble began for Yllescas back in August 2014, when Hartford Police caught him with narcotics. He pleaded guilty in state court on December 21, 2015, not only to the drug offense but also to failing to appear for a related court date – a clear indication of his attempts to evade justice. He served roughly six months behind bars before being deported to Peru in June 2016.
But Yllescas didn’t stay away. He allegedly returned to the U.S. illegally, triggering the current federal indictment. He appeared before U.S. Magistrate Judge Donna F. Martinez, entering a plea of not guilty. However, Judge Martinez didn’t buy the act, ordering Yllescas detained pending further proceedings. The feds aren’t playing games with repeat offenders.
If convicted, Yllescas is looking at a maximum sentence of 20 years in federal prison. U.S. Attorney John H. Durham was quick to emphasize that the indictment is merely an accusation, and Yllescas is presumed innocent until proven guilty beyond a reasonable doubt. This is standard legal procedure, but it doesn’t diminish the seriousness of the charges.
The investigation is being spearheaded by the U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE), with Assistant U.S. Attorney Margaret E. Maigret handling the prosecution.
