Davenport Man Sentenced to 15 Years in Prison for Receiving Child Pornography

A Davenport man has been sentenced to 15 years in federal prison for receiving and searching for child sexual abuse material using his phone. Devin Lee Ortiz, 32, was found to have approximately 550 images of child sexual abuse material on his phone in July 2020.

Ortiz committed this offense while he resided at the residential reentry center in Davenport as the result of a 2013 conviction for lascivious acts with a child in the Iowa District Court for Scott County.

United States Attorney Richard D. Westphal announced the sentencing, which was a result of an investigation by the Scott County Sheriff’s Department.

Ortiz will be required to serve a 10-year term of supervised release after completing his prison sentence. There is no parole in the federal system. Additionally, Ortiz was ordered to pay $21,000 in restitution.

The case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006. Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
