Devon Campbell, a.k.a. Wilmott Alvin Livingston, a former Jamaican police officer turned College Park police officer, has been arraigned on multiple charges related to his fraudulent acquisition of U.S. citizenship and passport.
According to the indictment, Campbell has been engaged in a scheme to deceive U.S. immigration authorities since 2000, using a fabricated name and date of birth to enter the country. He has since become a naturalized U.S. citizen and obtained a passport, which he has used to travel back and forth to Jamaica.
As part of his scheme, Campbell married a U.S. citizen in 2001 and petitioned for lawful permanent resident status, which was granted in 2004. He then applied for naturalization in 2007, falsely listing his name and date of birth on the application. He was granted citizenship in 2008 and shortly thereafter applied for and obtained a U.S. passport, which he used to travel to Jamaica.
Two months after becoming a U.S. citizen, Campbell divorced his wife and married another woman. He has since served as a police officer in College Park, where he obtained his Georgia Peace Officer Standards and Training certification by falsely claiming to be a naturalized U.S. citizen.
On December 17, 2013, Campbell was indicted by a federal grand jury on charges of Unlawfully Procuring Citizenship or Naturalization, Making False Statements in a Passport Application, Misusing Evidence of Citizenship, and Using a Passport Secured by False Statements.
These charges carry a maximum sentence of 10 years in prison and a fine of up to $250,000. Devon Campbell, 46, of Ellenwood, Ga., has yet to face sentencing for his crimes.
Law enforcement officials have praised the swift action taken to unmask Campbell’s deceitful scheme, stating that he has betrayed the public trust as a police officer. The College Park Police Department has not commented on Campbell’s involvement with the department.
