Guilty Verdict Handed Down in Scandal Involving Louisiana Man

NEW ORLEANS, LOUISIANA – In a shocking turn of events, Johnny C. Guillory, SR., a 72-year-old resident of Opelousas, Louisiana, has been found guilty of defrauding the United States. According to U.S. Attorney Duane A. Evans and Assistant Attorney General Jonathan Kanter, Guillory conspired with Cajan Welding & Rentals, Ltd. to corrupt and impair the government procurement process.

The indictment states that Guillory and Cajan Welding & Rentals, Ltd. obtained non-public pricing and cost information in order to secure subcontract awards and payments from the U.S. Department of Energy. From 2002 until 2016, Cajan was awarded over 50 subcontracts and received payments in excess of $15,000,000.00 from the U.S. Department of Energy.

Guillory will be sentenced on September 8, 2022, and faces a maximum term of five years imprisonment, a fine of up to $250,000.00, up to a three-year term of supervised release, and a mandatory special assessment of $200.00 as to each count.

The case was prosecuted by Assistant U.S. Attorney Tracey N. Knight of the United States Attorney’s Office in the Eastern District of Louisiana and Trial Attorneys Megan S. Lewis and Julia Maloney of the Antitrust Division’s Washington Criminal II Section. The investigation was conducted by the Department of Energy’s Office of the Inspector General.

“The Strategic Petroleum Reserve is one of our nation’s vital programs, and collusion that destroys the integrity of the procurement process for government contracts will not be tolerated,” said Assistant Attorney General Jonathan Kanter. “Today’s guilty verdict demonstrates that people who corrupt that process, defraud the United States, and lie about it will be held accountable.”

Guillory’s guilty verdict sends a clear message that corruption and defrauding the United States will not be tolerated. The case serves as a reminder of the importance of integrity in government contracting and the consequences of those who would seek to undermine it.
