Baltimore, MD – Dominic Jerry Robinson, 27, of Parkville, Maryland, has become the final member of a prolific mail theft ring to admit guilt in federal court. Robinson pleaded guilty today to charges of conspiracy to steal mail and mail theft, capping off a case that exposed a sophisticated operation targeting victims across multiple states.
The case, a joint effort by the U.S. Attorney’s Office for the District of Maryland, the U.S. Postal Inspection Service, the U.S. Secret Service – Baltimore Field Office, and the Baltimore County Police Department, details a scheme running from May 2019 to March 2020. Robinson, along with co-defendants Nicholas Milano White and Cedric Jonathan McNeal Parker, allegedly ripped off hundreds of postal customers, pilfering mail for checks, money orders, and sensitive personal information.
Court documents reveal a brazen disregard for the law. On October 10, 2019, Robinson deposited a forged $3,500 check – stolen from an Illinois resident’s trust account – into a “drop account” used to launder the ill-gotten gains. Surveillance footage captured him withdrawing the cash from an ATM in Baltimore just hours later. Later, on February 5, 2020, White deposited a $4,250 stolen check into an account in Robinson’s name, the check lifted from a Rosedale, Maryland collection box. Images show White exiting Robinson’s white sedan to make the deposit; within days, $2,382.50 was drained from the account through withdrawals and purchases.
The operation escalated in March 2020. Text messages recovered by investigators show White directing Robinson to the locations of USPS collection boxes. On March 8, 2020, the trio hit multiple boxes in Rosedale, Maryland, captured on surveillance stealing mail directly from the boxes. When Baltimore County Police attempted to pull them over, Robinson fled, leading officers on a chase. The vehicle was eventually abandoned in Pikesville, Maryland, littered with gloves, trash bags, and a staggering 358 pieces of unprocessed U.S. mail. Robinson and White were apprehended nearby.
The stolen mail wasn’t just random correspondence. Investigators determined the haul included mail for approximately 136 postal customers, including sensitive documents addressed to the IRS, the Comptroller of Maryland, and numerous businesses and individuals. Victims reported losses totaling approximately $48,938 in stolen checks and financial instruments, and many more feared their personal identifying information (PII) had been compromised. The full extent of the damage is still being assessed.
While Robinson is the last to plead guilty, the investigation remains ongoing. The U.S. Attorney’s Office has not announced sentencing dates for Robinson or his co-defendants.
