An Orlando man has been sentenced to 32 months in federal prison for making a false statement in a passport application, aggravated identity theft, falsely claiming U.S. citizenship, and illegally reentering the United States after being deported.
According to court documents, Donovan Davey, 57, of Orlando, Florida, is a citizen of Jamaica and does not have lawful status to reside in the United States.
Davey was physically removed from the United States to Jamaica in 2005 and 2012, but he fraudulently filed an application for a U.S. passport using the name of Connecticut resident J.T. in 2009.
In the application, Davey included J.T.’s date of birth and social security number but submitted his own photograph. As a result, a U.S. passport was issued to Davey in J.T.’s name.
Davey was arrested in Orlando in September 2020 after having returned to the United States without authorization.

The case was investigated by the U.S. Department of State’s Diplomatic Security Service (DSS) and U.S. Immigration and Customs Enforcement – Enforcement and Removal Operations (ERO).
Assistant United States Attorney Chauncey A. Bratt prosecuted the case.
