WILMINGTON, Del. – Scott C. Foster, 37, of Dover, Delaware, is facing federal charges after a grand jury indicted him on April 13, 2017, for a disturbing pattern of online exploitation. The indictment, unsealed during his initial appearance before a federal magistrate judge on April 24, 2017, alleges Foster used a fabricated online persona to prey on vulnerable young women in Maryland.
Foster, operating under the alias “Chase Reacher” on Facebook, allegedly harassed, threatened, and coerced three minor females into sending him sexually explicit photographs. The indictment details a calculated scheme spanning from August 2016 through September 2016, where Foster actively sought to manipulate these girls into engaging in sexual acts for the purpose of creating exploitative images. He didn’t stop there – the charges extend to attempting the same with a third victim.
Federal prosecutors allege Foster knowingly received child pornography from two of the minors he manipulated. The indictment specifically states he “knowingly persuaded” the victims to perform these acts and then accepted the resulting images. Beyond the coercion, Foster is also charged with the simple possession of this deeply disturbing material, indicating a clear intent to collect and retain it.
