Dubuque man Gregory Fugi Anderson Jr., 31, admitted in federal court today to dealing heroin and cocaine in the heart of Dubuque, caving under the weight of evidence collected during a routine street stop in 2017. Anderson pleaded guilty in U.S. District Court in Cedar Rapids to one count of possession with intent to distribute controlled substances, following a bust near Orange Park that exposed his role in the city’s drug trade.
On November 17, 2017, Dubuque police officers stopped Anderson as he walked down a city street. After consenting to a search, officers discovered multiple individual packages of heroin and cocaine stashed on his person. The packaging—small, heat-sealed bags—was consistent with street-level distribution, law enforcement sources confirmed. Anderson made no attempt to hide what he was carrying.
During a subsequent interview, Anderson admitted he wasn’t using the drugs—he was selling them. He told investigators he planned to flood parts of Dubuque with the narcotics, directly feeding into a crisis tearing through Iowa communities. His confession laid bare the cold mechanics of the opioid trade: profit over people, supply over survival.
U.S. Attorney Peter E. Deegan, Jr. didn’t mince words. “Heroin and other opioids are killing Iowans at an alarming rate. Public safety demands that we aggressively pursue those who choose to violate the law by selling these dangerous drugs.” The statement underscores the federal crackdown on mid-level distributors like Anderson, who operate in plain sight.
Now awaiting sentencing before U.S. District Judge Linda R. Reade, Anderson remains locked up in federal custody. A presentence investigation is underway. He faces a mandatory minimum of 1 year in prison, a maximum of 60 years, a $4,000,000 fine, $100 in special assessments, and no less than 6 years of supervised release if ever freed. The math is brutal—and intentional.
