BUFFALO, N.Y. – Augusto Mateo Francisco, 34, of Dunkirk, New York, is headed to federal prison for three decades after a chilling case of labor trafficking and sexual exploitation came to a head. U.S. District Judge John L. Sinatra, Jr. handed down the 30-year sentence today, alongside a lifetime of supervised release, for the Guatemalan national who preyed on vulnerable migrants.
Francisco, a Legal Permanent Resident, wasn’t just facilitating illegal entry into the U.S. – he was building a predatory system. According to Assistant U.S. Attorney Douglas A.C. Penrose and Department of Justice Trial Attorney Meghan Tokash, Francisco brought Guatemalan migrants to the Dunkirk area, promising housing and farm work. That promise quickly devolved into debt bondage. He charged exorbitant rates for housing, transportation, and basic necessities, then skimmed a portion of their meager wages. The threat? Reveal their immigration status to authorities, or harm their families back home, if they dared to resist.
But the exploitation didn’t stop at financial control. The case took a sickening turn with the revelation of a prolonged and brutal sexual assault. Francisco targeted a 16-year-old Guatemalan migrant who arrived with her mother. He repeatedly raped the girl, using threats against her family in Guatemala to maintain control. The abuse escalated to kidnapping. He first abducted the minor, holding her captive in a trailer in Ripley, NY for nearly two weeks before police intervened. Even after her initial rescue, and the family’s attempt to flee to Georgia, Francisco tracked them down and kidnapped her again, bringing her back to Western New York for further unlawful confinement.
“This defendant’s conduct… underscores the evils that can be associated with illegal trafficking,” stated U.S. Attorney Michael DiGiacomo in a press statement. “My office will continue to pursue and prosecute those individuals who engage in such conduct.” The investigation, spearheaded by Homeland Security Investigations (HSI) and the Chautauqua County Sheriff’s Office, exposed a network of abuse built on fear and desperation.
HSI Special Agent-in-Charge Erin Keegan didn’t mince words. “This case lays bare the sheer depravity of Francisco’s crimes,” she said. “He weaponized his victims’ immigration status through threats, coercion, and violence, including repeated rapes and multiple kidnappings.” Keegan emphasized the commitment of HSI and its partners to “holding such predators accountable to the fullest extent of the law.” The sentence – 30 years imprisonment and lifetime supervised release – represents a significant victory, but the scars left on the victims will undoubtedly last a lifetime. Francisco was also ordered to pay restitution and register as a sex offender.
Sheriff James Quattrone of the Chautauqua County Sheriff’s Office echoed the sentiment, highlighting the collaborative effort that brought Francisco to justice. This case serves as a stark reminder of the dark underbelly of human trafficking and the urgent need for vigilance and protection of vulnerable populations.
