Robert Alan Durkee, 58, of Hampton, and Julie Rae Rock, 38, of Newport News, are facing life behind bars after a federal grand jury indicted them in connection with a fatal heroin and fentanyl overdose. The charges, filed under the Eastern District of Virginia, allege the pair distributed a lethal dose of the drugs to a victim identified as E.H. on or about November 17, 2015, in Newport News — a city long plagued by opioid trafficking and overdoses.
According to the indictment, the drugs supplied by Durkee and Rock directly led to the death of E.H. shortly after use. The case, now moving through federal court, underscores the deadly reach of the synthetic opioid crisis in Hampton Roads — where fentanyl-laced heroin has turned routine drug deals into potential death sentences.
Both defendants are charged with distribution of heroin and fentanyl resulting in death, a charge that carries a maximum penalty of life in prison if they are convicted. The U.S. Attorney’s Office emphasizes that while Congress sets statutory maximums, actual sentences will be determined by the court, guided by advisory Sentencing Guidelines and other legal factors.
Dana J. Boente, U.S. Attorney for the Eastern District of Virginia, announced the indictment alongside Karl C. Colder, Special Agent in Charge of the DEA’s Washington Field Division, and Newport News Police Chief Richard W. Myers. The charges were formally unsealed during initial appearances before U.S. Magistrate Judge Douglas E. Miller.
Assistant U.S. Attorneys Lisa R. McKeel and Megan M. Cowles are leading the prosecution. The case, designated as 4:16-cr-84, is now accessible through the District Court for the Eastern District of Virginia and PACER, where court filings and supporting documents are publicly available.
