Easton, Maryland — A 29-year-old man is facing federal charges after a grand jury indicted Tyler Dean Fowler on multiple counts of child pornography possession and receipt. The indictment, returned November 10, 2021, marks a critical escalation in a disturbing digital crime case that led to Fowler’s arrest in North Carolina just days later.
Fowler was taken into custody on November 18, 2021, in Cleveland County, NC, following a coordinated investigation by federal and local law enforcement. The four-count indictment alleges that in October 2019, Fowler knowingly received multiple images depicting minors engaged in sexually explicit conduct — including one image showing a minor male’s genitalia — through electronic means.
Forensic examination of Fowler’s electronic devices revealed further evidence: his cell phone and laptop contained one or more visual depictions of prepubescent minors involved in sexually explicit activity. These findings form the basis of the possession charges, stacking additional federal exposure on top of the receipt counts.
If convicted, Fowler faces a mandatory minimum of five years and up to 20 years in federal prison for receipt of child pornography. Each count of possession also carries a maximum 20-year sentence. While federal judges often impose sentences below the statutory maximum, the court will weigh the U.S. Sentencing Guidelines and other factors when determining the final term. U.S. Magistrate Judge David Keesler ordered Fowler detained pending a formal detention hearing in the Western District of North Carolina.
“This case is a stark reminder that predators who exploit children online will be hunted down and held accountable,” said U.S. Attorney Erek L. Barron. He credited the FBI’s Baltimore Field Office, Maryland State Police, Easton Police Department, and the Cleveland County Sheriff’s Office for their relentless pursuit of justice. Assistant U.S. Attorneys Abigail E. Ticse and Paul E. Budlow are prosecuting the case.
The investigation was conducted under Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual exploitation. The program unites federal, state, and local agencies to identify, rescue, and protect victims while bringing offenders to justice. Fowler’s case underscores the ongoing national effort to dismantle digital networks of child abuse. An indictment is not a conviction — Tyler Dean Fowler is presumed innocent until proven guilty in court.
