Texas Contract Security Officer Charged with Sexual Abuse

Raymondville, Texas – In a shocking case of abuse of power, contract security officer Edwin Rodriguez, 31, has been charged with the felony offense of sexual abuse of a ward.

According to the indictment, Rodriguez engaged in sexual intercourse with a female detainee on or about October 26, 2008, while she was being held in official detention pending deportation at the Willacy Detention Center in Raymondville, Texas.

Rodriguez is accused of abusing his position as a contract security officer to exploit a vulnerable individual in his care. The indictment was returned by a Brownsville, Texas, grand jury under seal on June 21, 2011, and was unsealed following Rodriguez’s arrest on June 22, 2011.

Rodriguez appeared before U.S. Magistrate Felix Recio in the Southern District of Texas today and entered a plea of not guilty. The court has ordered Rodriguez to remain in federal custody without bond pending a detention hearing on June 27, 2011.

An indictment is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty. If convicted, Rodriguez faces a maximum sentence of 15 years in prison, $250,000 fine, and three years of supervised release.

The case has been investigated by ICE’s Office of Professional Responsibility in Harlingen, Texas. Assistant U.S. Attorney Kebharu Smith and Civil Rights Division Criminal Section Trial Attorney Adriana Vieco are handling the prosecution.
