Eight Charged, Meth Distribution, Illinois 2024

Following a relentless two-week crackdown, eight alleged drug kingpins are staring down the barrel of federal meth distribution charges in southern Illinois. The Federal Bureau of Investigation (FBI) has been leading the charge, with local and state law enforcement units joining forces to dismantle what authorities describe as a significant threat to public safety.

The suspects charged include Sarah L. Elverd, 35, Alan D. Fleming, 41, John A. Fowler, 49, James B. Lockwood, 43, Cedric R. Long, 32, Christopher L. Webb, 38, Scott T. Miller, 40, and Damion D. Thrailkill, 39. They face a litany of charges ranging from possession with intent to distribute to distribution of meth in amounts that exceed the federal threshold of fifty grams.

“Dealers know how addictive and destructive meth is for users but choose to infect communities and place profits above people,” U.S. Attorney Steven D. Weinhoeft commented on the case. The coordinated operation was a testament to the FBI Southern Illinois TOC-West Task Force’s dedication to eliminating violent criminal networks.

“We’re taking a more aggressive posture toward violent crime. No matter how remote the area or how insulated the group thinks it is—if you threaten the safety of our communities, we will act swiftly and decisively,” Assistant Special Agent in Charge Karen Marinos emphasized.

In addition to the federal charges, three individuals were apprehended on state charges in Jefferson County, with sentences ranging from 12 years for conspiracy to distribute meth to pending charges for delivery and conspiracy. Firearms, cocaine, heroin, fentanyl, cannabis, and U.S. currency were seized during the operation.

These indictments are merely a formal charge against defendants, who remain innocent until proven guilty beyond a reasonable doubt. Agencies involved in this investigation and arrests included the U.S. Marshals Service, Carlyle Police Department, Fayette County Sheriff Office, Mount Vernon Police Department, Jefferson County Sheriff Office, Bond County Sheriff Office, Centralia Police Department, and the Jefferson County State’s Attorney’s Office.

The suspects’ charges were filed in U.S. District Court for the Southern District of Illinois, and the investigation is ongoing. More arrests or charges are expected to follow.
