Elbert Llorrens, Unlawful Firearm Possession, New Haven CT, 2024

NEW HAVEN, CT – Elbert Llorrens, 31, of New Haven is facing federal charges after authorities say he was caught with a loaded handgun while already under court supervision. The indictment, handed down today, alleges Llorrens illegally possessed a Smith & Wesson, model SD40 VE, .40 caliber pistol on March 1, 2024.

This isn’t Llorrens’ first brush with the federal system. In March 2017, he was convicted in Connecticut federal court of carjacking. He was released on federal supervised release following that conviction, a status that legally prohibited him from owning a firearm. The gun itself allegedly ‘moved in interstate or foreign commerce,’ a key element in the federal charge.

The bust is the result of a joint operation involving the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Boston Field Division, the New Haven Police Department, and the West Haven Police Department. Agents and officers acted on information leading to Llorrens’ arrest on state charges March 1st, and he has been held since.

If convicted, Llorrens faces a hefty prison sentence – up to 15 years behind bars. Federal prosecutors, led by Assistant U.S. Attorney Daniel E. Cummings, will be tasked with proving his guilt beyond a reasonable doubt. U.S. Attorney Vanessa Roberts Avery was quick to point out that the indictment represents allegations only, and Llorrens is presumed innocent until proven guilty.

The case is being touted as part of Project Safe Neighborhoods (PSN), a Department of Justice initiative aimed at reducing violent crime. PSN focuses on targeting the most dangerous offenders and combining enforcement with prevention and reentry programs. Avery’s office emphasized the program’s proven effectiveness in curbing violence.
