Edwin Otero, Heroin Conspiracy, Massachusetts 2024

BOSTON – The feds have hit hard in the ongoing battle against Cape Cod’s drug trade. Eleven individuals from the region, including Edwin Otero, 29, of Hyannis, were arrested today and face federal charges for a sprawling heroin conspiracy.

According to court documents unsealed this week, the investigation into the Cape Cod-wide organization began in 2018 with Edwin Otero at its alleged helm. The probe uncovered the distribution of large quantities of heroin and other controlled substances across several towns, including Hyannis, Mashpee, Centerville, Osterville, and Pawtucket, R.I.

The bloodshed of May 8, 2019, saw Otero, Justin Joseph, 32, of Pawtucket, and Anthony Basilici, 35, also from Pawtucket, implicated in a shooting at Krymeii Fray’s residence. Agents caught Otero discussing the incident, which is now tied to a drug debt.

Today’s raids netted heroin, packaging materials, scales, a finger press, and three firearms, including an assault-style 9mm weapon. A bullet hole in Fray’s home matched the description of the shooting, providing further evidence of the crime.

The conspiracy to distribute and possess with intent to distribute heroin carries penalties up to 20 years in prison, supervised release, and fines reaching $1 million. Assistant U.S. Attorneys Christopher Pohl and Lauren Graber are leading the prosecution.

United States Attorney Andrew E. Lelling; DEA Special Agent in Charge Brian D. Boyle; Barnstable Police Chief Matthew Sonnabend; along with numerous federal, state, and local agencies were involved in the operation. The suspects remain innocent until proven guilty.
