Miami Woman Sentenced for $74 Million Medicare Fraud Scheme
Elsa Ruiz, 45, of Miami, was sentenced to serve 80 months in prison for her participation in a $74 million Medicare fraud scheme.
According to the investigation, Ruiz was an owner and administrator of two Miami home health care companies, Professional Home Care Solutions Inc. and LTC Professional Consultants Inc. Between January 2006 and June 2012, these companies submitted approximately $74 million in claims for home health services that were not medically necessary or not provided, and Medicare paid approximately $45 million on those claims.
Ruiz pleaded guilty in July 2014 to one count of conspiracy to commit health care fraud. In addition to the prison sentence, Ruiz was ordered to pay $45 million in restitution.
The case is being investigated by HHS-OIG and the FBI and was brought as part of the Medicare Fraud Strike Force, under the supervision of the Criminal Division’s Fraud Section and the U.S. Attorney’s Office for the Southern District of Florida.
The Medicare Fraud Strike Force has charged nearly 2,000 defendants who have collectively billed the Medicare program for more than $6 billion since its inception in March 2007.
