JACKSONVILLE, FL – Evin Rae Davenport, 32, of Greenwood, South Carolina, has confessed to her role in a methamphetamine trafficking operation orchestrated from behind bars. Davenport pleaded guilty Wednesday to conspiracy to distribute, and possess with the intent to distribute, 500 grams or more of a mixture and substance containing methamphetamine, a charge that carries a minimum mandatory sentence of 10 years, and potentially life, in federal prison. Her co-defendant, Zachariah Luke, already pleaded guilty to the same charge on August 16, 2023.
The scheme unfolded in late 2021. While serving time in a South Carolina prison, Zachariah Luke allegedly used contraband cellphones to connect with Davenport. According to the plea agreement, Luke directed Davenport to acquire and deliver illegal drugs to a Florida-based dealer. Davenport made three runs, culminating in the delivery of approximately one kilogram of methamphetamine outside a department store in South Carolina. This wasn’t a one-way street; Luke was pulling the strings from his cell, directing Davenport’s movements and the flow of drugs.
The operation began to unravel after Davenport delivered that kilogram. The Florida dealer, attempting to evade law enforcement in St. Augustine, Florida, led deputies on a high-speed chase through a residential neighborhood. A police helicopter tracked the vehicle as the driver frantically tried to ditch the evidence, tossing a backpack from the car. Deputies, guided by the air support, recovered the backpack, revealing roughly 985.6 grams of nearly pure (100%) crystal methamphetamine.
The dealer ultimately abandoned the vehicle and attempted to hide in a wooded area, but was quickly apprehended. Back in South Carolina, correctional officers raided Luke’s cell, confiscating the illegal cellphones he wasn’t supposed to have. A forensic examination of the phones revealed a trove of text messages connecting Luke to both Davenport and the Florida dealer, outlining the details of the drug supply and delivery network. These digital breadcrumbs sealed their fate.
The investigation was a collaborative effort, involving the St. Johns County Sheriff’s Office, the Drug Enforcement Administration, the South Carolina Department of Corrections, the Aiken County Sheriff’s Office, the Aiken Department of Public Safety, the North Augusta Department of Public Safety, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Assistant United States Attorney Michael J. Coolican is prosecuting the case, determined to see both defendants face the full weight of the law.
With a conviction secured against Davenport, and Luke already pleading guilty, both now face a grim future. The hefty minimum sentence reflects the seriousness of the crime and the federal government’s commitment to dismantling drug trafficking rings, even those operating from within the prison system. Sentencing dates have not yet been announced.
