The scheme involved elaborate straw purchases, with Samuels conspiring with others to falsify information to federally licensed firearms dealers. He’d buy the guns, then transfer ownership to accomplices who would falsely claim the firearms had been stolen, covering his tracks. The operation came crashing down on October 4, 2018, after an undercover operation where Samuels sold a .38-caliber revolver to a confidential informant he knew was a convicted felon. A subsequent search of Samuels’ residence yielded 28 firearms – 22 handguns, five rifles, and one shotgun – along with a staggering 12,000 rounds of ammunition and various firearm parts. Among the seized weapons was an unregistered Glock .40-caliber pistol and a stolen Colt .45-caliber.

The plea agreement details at least four instances where Samuels directly facilitated firearm purchases for the same felon informant, accompanying him and an undercover agent to licensed dealers. Samuels directed the straw purchases, ensuring the illegal transfer of weapons into the hands of someone legally prohibited from possessing them. He wasn’t merely negligent; he actively participated in arming criminals. Samuels has remained in federal custody without bond since his arrest, and will continue to do so until sentencing. The $11,282 seized during the raid will be applied to any fines imposed by the court.

Samuels now faces up to 60 years in federal prison without parole. While the maximum sentence is determined by Congress, the final decision rests with U.S. District Judge Gary A.
