Deshan Spivey, Making and Possessing Counterfeit Securities, Louisiana 2018

PINEVILLE, LA – A local man is headed to federal prison after admitting to a scheme involving manufactured counterfeit checks, according to authorities. Deshan Spivey, 31, of Pineville, Louisiana, originally from Ruston, was sentenced Wednesday to 30 months behind bars for his role in a check counterfeiting operation that defrauded two Louisiana school boards.

U.S. District Judge Dee D. Drell handed down the sentence, finding Spivey guilty on one count of making and possessing counterfeit securities of political subdivisions of the State of Louisiana. The investigation, spearheaded by the U.S. Secret Service, revealed Spivey manufactured the bogus checks and used them to illegally obtain funds from the Rapides Parish School Board and the Natchitoches Parish School Board.

The fraudulent activity spanned over a year, with Spivey cashing the counterfeit checks at various retail locations throughout central Louisiana in November 2015 and January 2017. While the exact method of manufacturing the checks remains undisclosed, the scale of the operation was significant enough to warrant federal intervention.

Spivey’s legal woes aren’t over with the prison sentence. Judge Drell also ordered him to serve two years of supervised release following his incarceration, and mandated he pay $28,410 in restitution to cover the financial losses incurred by the school boards. The restitution order aims to recoup the stolen funds and help restore financial stability to the affected institutions.

The case was prosecuted by Assistant U.S. Attorney Earl M. Campbell, who presented evidence leading to Spivey’s guilty plea on October 30, 2017. The U.S. Attorney’s Office for the Western District of Louisiana confirmed the sentencing, highlighting the commitment to prosecuting financial crimes that impact public entities.

This conviction serves as a warning that counterfeiting and defrauding institutions, even at the local level, carries serious federal consequences. The Secret Service continues to aggressively investigate such crimes, working with local and federal prosecutors to bring perpetrators to justice. The Grimy Times will continue to follow this case and report on further developments.
