A former U.S. Postal Service carrier is facing federal charges for allegedly dumping bags of deliverable mail in a dumpster instead of delivering it. John Henry Caddle, Jr., 58, of Hollywood, Florida, was indicted on four counts of delaying and detaining mail, a federal offense under Title 18, United States Code, Section 1703(a).

The indictment, announced by Wifredo A. Ferrer, United States Attorney for the Southern District of Florida, and Chris Cave, Acting Special Agent in Charge of the U.S. Postal Service Office of Inspector General (USPS-OIG), alleges that on August 18, 2016, a witness saw Caddle dump a garbage bag filled with mail into a dumpster near his residence. The witness retrieved the bag and discovered it contained legitimate, undelivered mail that should have reached recipients.

Postal investigators moved in the following day and found five additional garbage bags stuffed with deliverable mail sitting outside Caddle’s Hollywood home. At the time, Caddle was actively employed as a U.S. Postal Carrier, entrusted with the responsibility of timely delivery. Instead, he allegedly chose to discard the mail, violating his sworn duty and federal law.

Each count in the indictment carries a maximum statutory sentence of five years in federal prison. Caddle made his initial court appearance before U.S. Magistrate Judge Lurana S. Snow in Fort Lauderdale, where the charges were formally read. He remains presumed innocent until proven guilty in a court of law.

Wifredo A. Ferrer praised the investigative work conducted by the USPS-OIG, emphasizing that tampering with the U.S. mail is not a minor offense—it’s a breach of public trust and a serious federal crime. Assistant United States Attorney Randy Katz is prosecuting the case, which has already drawn scrutiny from postal watchdogs and local residents.
