Tampa, FL – A federal jury today found oncologist D. Anda Norbergs guilty on 17 counts of receipt and delivery of misbranded drugs, 12 counts of smuggling goods into the United States, 11 counts of health care fraud, and 5 counts of mail fraud. The Palm Harbor doctor faces a staggering sentence totaling over two decades in federal prison.
Norbergs, 61, was the owner and operator of East Lake Oncology, a cancer treatment clinic, where she is accused of ordering drugs from foreign, unlicensed distributors like Quality Specialty Products (QSP). These drugs were not FDA-approved and included counterfeit chemotherapy medications. Despite knowing the risks, Norbergs continued to administer these drugs to patients.
According to testimony, many of the drugs shipped to ELO were from overseas locations, such as Turkey and India, packaged in foreign languages and without English translation. The clinic then submitted fraudulent claims to Medicare, falsely representing that the drugs administered were FDA-approved.
This case was investigated by the U.S. Department of Health and Human Services – Office of Inspector General and the U.S. Food and Drug Administration, with prosecution led by Assistant United States Attorneys Adam M. Saltzman and Jay Trezevant.
Norbergs was initially indicted in May 2015, with a second superseding indictment returned in July 2016. Her sentencing hearing is scheduled for February 16, 2017.
