Brian Zenszer, Possession and Distribution of Child Pornography, Pennsylvania 2024

PHILADELPHIA, PA – A former officer with the Southeastern Pennsylvania Transportation Authority (SEPTA) police force is facing a lengthy prison sentence after admitting to a sickening crime. Brian Zenszer, 44, of Warminster, Pennsylvania, was sentenced today to 144 months – 12 years – in federal prison for possessing and distributing child pornography. He’ll also serve seven years of supervised release and pay $32,000 in restitution.

Zenszer pleaded guilty in April to one count each of distribution and possession of child pornography. The indictment, filed in December 2024, stemmed from CyberTips – reports flagged by the National Center for Missing and Exploited Children (NCMEC) – concerning two accounts on the Kik messaging app. Investigators quickly traced both accounts back to Zenszer, revealing a disturbing pattern of online depravity.

According to court filings, Zenszer knowingly uploaded a visual depiction of a minor engaged in sexually explicit conduct around July 21, 2024. Further investigation revealed that on November 6, 2024, he possessed a Samsung cellular phone brimming with even more horrific images and videos, including depictions of prepubescent children. While sworn to protect and serve, Zenszer was actively consuming and disseminating material that exploits the most vulnerable among us.

“Brian Zenszer broke the law while sworn to uphold it, and the nature of his crimes is truly abhorrent,” stated U.S. Attorney David Metcalf. “Those who trade images of children being sexually abused perpetuate the victimization of the vulnerable, and, like Zenszer, they must be held accountable.” The case highlights a chilling betrayal of public trust, where an individual entrusted with enforcing the law instead engaged in the most heinous of offenses.

The FBI, leading the investigation alongside the Bucks County District Attorney’s Office, emphasized the severity of these crimes. “Crimes like these are among the most egregious offenses the FBI investigates, and protecting the vulnerable remains one of our top priorities,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “This sentencing is a testament to the diligent and unceasing work… We will continue to hold offenders accountable.” Bucks County District Attorney Jennifer Schorn added, “This sentencing sends a clear message that those who engage in the abhorrent act of child pornography will be held accountable.”

This case is part of Project Safe Childhood, a national initiative launched in 2006 dedicated to combating child sexual exploitation. The Department of Justice program brings together federal, state, and local resources to locate, apprehend, and prosecute offenders, and to rescue victims.
