Marvin J. Lipfird, Theft of Property from a Federally Funded Program, Kentucky 2023

Ex-Sheriff Marvin J. Lipfird has been slapped with serious charges after being indicted for the brazen theft of thousands in public funds from Harlan County, Kentucky.

The 58-year-old’s downfall came when a federal grand jury in Lexington returned an indictment charging him with theft of property from a federally funded program.

According to the indictment, Lipfird exploited his position as Sheriff by siphoning funds meant for controlled drug purchases and seeking reimbursement for personal indulgences such as dining out, boozing it up, hotel stays, and even a subscription to a dating website. The allegations suggest a pattern of deception that saw Lipfird bilk the county for thousands in fraudulent expenses.

But it doesn’t end there. The indictment also accuses Lipfird of orchestrating Harlan County’s payment of duplicate travel reimbursements and subscriber fees for a mobile phone issued to a personal crony, adding up to more misspent dollars.

The investigation was a joint effort by the Federal Bureau of Investigation, with Assistant U.S. Attorney Andrew T. Boone presenting the charges to the grand jury. Lipfird’s court date is yet to be scheduled, but if convicted, he could face up to 10 years behind bars and a $250,000 fine.

Despite the serious allegations, any sentence would be determined by the Court after considering the U.S. Sentencing Guidelines and federal statutes, keeping in mind that an indictment is merely an accusation, and Lipfird is presumed innocent until proven guilty beyond a reasonable doubt.
