FBI Agent’s Heroin Habit Lands Him 3 Years Behind Bars

Matthew Lowry, a 33-year-old former FBI agent from Upper Marlboro, Maryland, has been sentenced to 36 months in prison for his role in tampering with heroin evidence and possessing the controlled substance. Lowry pleaded guilty to 20 counts of obstruction of justice, 18 counts of falsification of records, 13 counts of conversion of property, and 13 counts of possession of heroin.

U.S. District Court Judge Thomas F. Hogan, in the District of Columbia, also ordered 2 years of supervised release, a $15,000 fine, and a $5,425 special assessment. This sentence comes as a result of Lowry’s actions while working as a Special Agent with the FBI’s Washington, D.C. Field Office and as a member of the Cross-Border Task Force.

According to court documents, Lowry was involved in undercover purchases of heroin, but instead of turning the evidence over to authorities, he ingested the controlled substance. He also tampered with heroin evidence seized during several of his investigations.

The matter was referred to the Department of Justice Office of the Inspector General, which conducted the investigation with assistance from the Federal Bureau of Investigation as requested by the OIG. It was prosecuted by Assistant United States Attorneys Kevin R. Brenner and Maureen McCartney.

Lowry’s actions occurred within the District of Columbia and the surrounding areas, prompting the recusal of certain offices within the DOJ.

The case serves as a stark reminder of the corruption that can occur within law enforcement agencies. The FBI and other organizations must remain vigilant in their efforts to prevent such instances and maintain the public’s trust.
