FDIC Under Scrutiny for CRA Exams, WASHINGTON DC, 2024

The Federal Deposit Insurance Corporation (FDIC) has issued its Community Reinvestment Act (CRA) examination schedules for the first and second quarters of 2025, sparking concerns about banking practices and community reinvestment.

The CRA, enacted in 1977, requires the FDIC to assess a bank’s record of meeting the credit needs of its entire community, including low- and moderate-income neighborhoods, consistent with safe and sound operations.

CRA examinations allow federal regulators to assess an institution’s record of helping to meet those needs. The schedules of institutions to be examined during the first quarter of 2025 and second quarter of 2025 are based on an institution’s asset size and CRA rating.

According to the FDIC, an institution with $250 million or less in assets and a CRA rating of Satisfactory can be subject to a CRA examination no more frequently than once every 48 months. An institution with $250 million or less in assets and a CRA rating of Outstanding can be subject to a CRA examination no more frequently than once every 60 months.

Federal bank and thrift regulators encourage public comment on the institutions to be examined under the CRA. Comments about FDIC-supervised institutions should be directed to the institutions themselves or to the Deputy Regional Director of the appropriate FDIC regional office.

The CRA examination schedules for the first quarter of 2025 and second quarter of 2025 are available on the FDIC’s website or by contacting the FDIC’s Public Information Center at (703) 562-2200 or (877) 275-3342.

The FDIC’s CRA examination schedules have raised concerns about banking practices and community reinvestment. Critics argue that the schedules may not adequately address the needs of low- and moderate-income neighborhoods, while proponents argue that the schedules provide a necessary framework for assessing a bank’s commitment to community reinvestment.
