Keenan Tolliver, a 32-year-old Pittsburgh resident with a lengthy rap sheet, was caught red-handed with a loaded pistol and ammo in his vehicle on February 21, 2025. Tolliver, who has 10 prior felony or first-degree misdemeanor convictions, was driving in Pittsburgh when he was found with the firearm and ammo in the center console. His prior convictions, all in Allegheny County, made it a federal crime for him to possess a gun. Tolliver pleaded guilty to the charge in federal court.
Tolliver’s guilty plea came before Senior United States District Judge Joy Flowers Conti, who scheduled sentencing for September 16, 2026. The maximum sentence for the crime is up to 15 years in prison, a fine of up to $250,000, or both. The actual sentence will depend on the seriousness of the offense and Tolliver’s prior record.
The investigation that led to Tolliver’s prosecution was conducted by the Federal Bureau of Investigation and the Pittsburgh Bureau of Police. Assistant United States Attorney Kelly M. Locher is handling the case for the government. Tolliver will remain detained until his sentencing hearing.
Tolliver’s case highlights the ongoing efforts of law enforcement to keep firearms out of the hands of convicted felons. The federal firearms law is designed to prevent those with a history of crime from possessing guns and potentially causing harm to themselves or others.
